Training

A trained banker, he studied law, political sciences and international relations in Germany, France and Switzerland.

Gathered three decades of hands-on experience in the fields of human rights, rule of law and law enforcement, working for the Council of Europe and Interpol and advising Frontex.

Secretary of the Expert Committee on Administrative Law (CJ-DAM) which drafted the first edition of the Handbook of European Administrative Law (1997)

Co-Secretary of the Multidisciplinary Group against Corruption (GMC) which set up the Group of States against Corruption (GRECO) (1994-1996)

Secretary of the Governmental Committee of the European Social Charter and organizer of the Turin Conference 1991 which overhauled the monitoring mechanism of the ESC (1990-1994)
